the naming of Fungi is governed by the International Code of Botanical Nomenclature as adopted by each International Botanical Congress; any proposals to change the Code are published, debated, and voted on at such Congresses. If more than one name has been applied to a fungus, the rules help decide which is the proper one. The rules also allow separate binomials for anamorph and holomorph.
